Washington and Oregon issue different legal instruments. A Washington registration under “HVAC/Rfrg-restricted” is a contractor registration with L&I; an Oregon license under a comparable endorsement is issued by the CCB. They are not the same credential and neither one transfers to the other state. A contractor working both sides of the river needs both.
